Developer launches first phase of a $7 billion redevelopment of Frisco’s Hall Park

Dallas developer Hall Group is kicking off a $7 billion redevelopment of the company’s 162-acre Frisco office park.

Located at the Dallas North Tollway and Gaylord Parkway, Hall Park was started in the 1990s and includes more than 2 million square feet of offices in more than a dozen buildings. It’s Frisco’s largest office employment center with more than 10,000 workers.

Now developer Craig Hall is starting construction on a $500 million mixed-use project that will be the first such addition to the project.

The new construction is across Warren Parkway from the Dallas Cowboys’ Frisco headquarters and its Star development. The Hall Park development will include a 16-story, 410,000-square-foot office tower, a 19-story apartment building with 214 units, 154-room boutique hotel and a 10,000-square-foot food hall.

All of the buildings will overlook a new community park. The park will be dominated by a bright-colored artwork by Janet Echelman, an American sculptor and fiber artist.

The ambitious project is part of a plan to expand Hall Park by adding more than 9 million square feet of mixed-use development.

“We actually started working on this in about 2017,” said developer Hall. “We had come to the conclusion that office parks were going the same way as malls.

“Over time, office parks are not the right thing for the needs of the future,” he said. “We’ve spent a fair amount of time, effort, energy and money to reconceive Hall Park and up our game to make sure we thought of everything we could to make it mixed-use and walkable.”

The high-rise project that starts this week is just the first of a series of new buildings planned at Hall Park. The developers tore down two small office buildings to make way for the new construction.

And more tear-downs of older structures are planned to make room for taller buildings.

“We estimate it will take another 15 to 20 years to complete,” Hall said.

Plans for the huge Frisco project were delayed at the start of the COVID-19 pandemic, and Hall said design changes were made to emphasize health and wellness in the new buildings.

“We think the tenants of the future are going to be much more oriented in that direction,” Hall said. “We are building two balconies for every floor of office space for the ability to get outside.

“We also have two large terraces on the amenity level overlooking the park,” he said. “In the residential building, we have increased the size of the balconies.”

Hall said the apartment tower will also include built-in workstations and meeting rooms tenants can reserve.

“We expect a lot of people in the residential area will be working from home and have done things to accommodate that,” Hall said. “All of this is being built on a park we are giving the city of Frisco.”

Frisco, the city’s school district and private donors are still working on plans for a $114 million performing arts center that will be built at one end of the new park.

Hall Group’s new 1 million-square-foot Frisco project will open in 2023.

The development was designed by Dallas’ HKS, Merriman Anderson Architects, WDG Architecture and OJB Landscape Architecture.

Andres Construction and Austin Commercial are general contractors on the project.

Hall worked with Frisco officials to plan the development and obtain new zoning for the construction.

“Craig Hall is one of Frisco’s first visionaries,” Frisco Mayor Jeff Cheney said in a statement. “He develops like few dare.

“His investment in Frisco has helped grow the corporate presence in our city and will continue to impact Frisco for decades.”

The Frisco project is one of the largest such developments announced in North Texas since the start of the pandemic. And it indicates Hall’s perspective about the future demand for offices, hotels and apartments.

“A half-billion-dollar investment is not a lack of confidence in the future,” Hall said. “We’ve always been oriented to lead.”
